Since the community was born from developments around the Pale Moon web browser, the best point of contact for any programming related question or concern will be the Pale Moon forum, frequented by Moonchild and the community core.

Moonchild can be contacted the same way as the community he is part of, via the above forum.
If your concern does not relate to programing or development, e-mail is the preferred channel. Unfortunately, posting e-mails on websites has become problematic due to the constant scraping of such contact data and can therefore not reasonably be done any longer, not even in an obscured textual format.

As such, your only option at the moment is to use the forum, register an account, and send a private message for initial contact.
I'm looking into other, secure, spam-free ways of initiating contact through e-mail but currently have not found a usable service.
